OK! I am asking for a friend. What dps is the best to put power infusion on?? Do I put it on the MM hunter or the Arcane mage??? Or our massive ego prot pally tank who bursts 10-15k dps??? Our prot pally is constantly yelling PI PI PI PI PI PI, so i wanted to know what you fine godly people think.
edit: I’m on a mission from God by asking this.
As a general rule, MM where ranged doesn’t have to move much, UH DK where melee doesn’t have to move much.
But, always #1 dps.

Or, you could play three-dimensional chess and consistently put PI on the second highest DPS to keep the (old) highest DPS on their toes 
I usually put it on who would benefit from it the most usually it’s the top dps.
Put it on #1 Dps, make him do more 
#1 dps doesn’t matter much here. Give it to who can do the most in those 20 seconds. Aka an unholy dk with army of the undead.

track the cd’s of the dps you’re with but if you have a (NF MM hunter) them blowing every cd lines up pretty much perfectly for PI’s.
Throw it on a vengence dh in dungeon.
Throw it on DK in single target boss.
Throw it on MM on Multiple target boss/ big adds.
Pfff, keep it for yourself! It’s yours!

I always use it on the #2 DPS in raids to make the top dps push themselves to try to stay on top of the meters.
Meter toppers are usually mentally competitive players. Give them a reason to push harder, not a higher lead over everyone else 
i gave it to a balance druid in the dungeon i ran the other night. basically on CD, made the run go buttery smooth.
No one. Let it sit off CD. Take it off your bar entirely. If you kids keep fighting i’ll turn this power infusion around and we’ll go RIGHT BACK TO BFA.
