The incentive would be for whatever side does NOT have queues.
For instance. If Horde queues get above 30 minutes for AV, a daily would open up for Alliance that offers two badges for completing AV. It would also work the same way if somehow the Alliance queues got above 30 minutes.
This is the downside. It would recreate the environment from when people were queuing just to get gear for PvE back when they had first put in AV. Maybe this is just what the queues look like if you take away all the people who want PvE gear.
