No, it does not. Up the time limit to requeue and the problem is fixed. Majora is right: there needs to be an automatic flagging system in place for players who routinely get kicked from dungeons. If there isn’t already, that is a huge oversight.
Otherwise, make it so you can leave or get kicked from a dungeon with impunity. However, if you get kicked, you can requeue immediately (barring an automatic flagging for getting kicked too much in too short of a time period). If you leave without finishing the dungeon, you have to wait the allotted penalty time to requeue, which I would suggest starts at one hour and increases each time you leave until a cooldown threshold has been reached.
As it is now the only people being punished are those that deserve it or those that do it to themselves. If you think the Deserter debuff should stay, then you lack imagination and frankly, you have too much faith in random, unknown individuals on the far end of an internet connection.
This system is clearly being abused far more than it ever was before and now it is actually being used against people trying to play the game - it’s NOT punishing the tanks and healers AFK’ing at the start of a Cata dungeon anymore. So, come off of that. We all know that’s not who has been targeted by this debuff as of late.
