Never claimed that but i’m pretty sure theotars inspiration (mostly a ripoff) is sheogorath.
90% of WoW and Blizzard properties are a ripoff in general, if you’re gonna try to down people for liking this character why stop there?

The Accuser not flinching when her sins were being read out was pretty freaking cool. Sure Chamberlain got her with the whole dead kid thing but eh. Was still a “Oh I like her” moment

Also there’s being inspired by things, and rip offs. WoW is more inspired by a lot of things. Rather than totally ripping them off. Sure Theotar is inspired by Mad Hatter. But he still has things that are mostly his own. Like how he wasn’t always bonkers. The lack of clothing. He might be bonkers but his personality is still somewhat different from most depictions of the mad hatter. He’s not talking about writing desks or telling people to change chairs at random.

The folks writing her dialogue must have had a lot of fun with her
I was just doing a World Quest with him and thought the same thing. It’s a great character with fun voice acting. Very eccentric and definitely took away the mundaneness that can sometimes come with doing WQ. It’d be a shame if this character just floated into obscurity.
