It wasn’t meant in the context of “Let’s implement this rule,” it was meant in the context of, “While we are throwing out silly blanket statements, how about this one that would happen to affect you?”

But, I’m sure that if it came across as the type of statement that would exclude others from participating in an equal and friendly World of Warcraft, then it wasn’t the intention of the poster, who happens to be a really nice individual human being.

Doesn’t matter if they post one character to the next, their total battle.net post count is linked, just look at the post number it’s been this way since at least wrath or cataclysm.
