It’s not a bad idea, and the rest of us want this for different reasons. So who cares what specific rp niche the OP is trying to fill if the idea is still valid.

I didn’t say Brae had brought it up first either. (I don’t remember who brought it up just know it wasn’t Cadazamir.)
With worgen it’s different. With worgen if you want to fight as a human you can just pick human, they have all the same customization as a normal human. The only thing you miss is druid.
Worgen should get the same chosen identity racial as them though. Way cooler to worgen out when combat starts and calm back down when it’s over. That’s just good fantasy.

But i dont think his motivation should be excluded from the conversation.
If he wants this just so he can pretend he is a different race (the clear and obvious reason), then it holds a lot less weight as an argument for it.
Anyone else who wants it for different reasons should still be free to make their own cases for this happening. Here or elsewhere.
I vote no. If you want to play the dragon race then you have to look like a dragon…at least some of the time.
Making it only during combat seems like a fair compromise

Personally the fantasy i want to go for is playing a sort of half-dragon that is normally a humanoid looking dude with horns and subtle scales, and i’d become more dragony only when doing more spectacular spells that require more raw draconic power than just regular spell-slinging.
I would “evoke” the inner dragon when necessary.
I don’t really care for the “I am just a normal elf with dragon powers” fantasy the OP is going for. Which is why i love the idea of having transforming still be a core part of it, but less often, to make it feel more special when you do it. Like DH.
Chosen Identity is an acceptable compromise for me to achieve this fantasy, but i’d still like to petition for more.

Speaking for myself, a humanoid form is part and parcel of a dragon’s identity, and those forms are something they control. We’ve seen Dragons fighting in humanoid form, so there’s no reason the Dracthyr shouldn’t.
A case can certainly be made that Evoker’s shouldn’t since so many of their skills revolve around fighting as a Dragon, but that’s why the race shouldn’t be launching with only ONE class.
Also, can’t say I like how the dome scales are visible through most hairstyles. The humanoid form is supposed to blend in with mortal races. That’s the point behind it. Imagine if Lord Prestor walked into the Lordaeron Throneroom in WC2 with half his face covered in scales, with pointed and thorned ears, and said, “I promise I am 100% human.”

Visage forms are honestly very disappointing. For starters, male elves and female humans are it?
The visage form should be ANY race. Yes, I understand that makes it difficult to give them the same breadth and scope of customizations, but honestly, I don’t care. Let them be any race and let any race at least just have access to horns if nothing else.
