I main warrior & paladin, both currently tank specc’ed, and do tend to respec relatively frequently. I have a fair deal of experience with this. I also play them on separate accounts, so I sometimes spec my warrior into more of a PVE dps, and alt-tab to my paladin to toss in some support and heals.
You seem to be deterred from respecc’ing for some reason.
There may indeed be. However, as some people have suggests, that may go both ways. I don’t really know whether Dual Spec would have any noticeable impact on the number of available tanks or healers.
I do remember maining a tank during Wrath at the time that dual spec came out, and the expectations around keeping multiple sets of gear, and having multiple specs for raids. It suddenly became a lot more expensive to be a raid tank (for me, at least). But, I was also much less experienced at the game, and much less used to exploring various roles and builds of classes I play.

So, in my opinion, I do not think that this is a well defined description of a problem that points to Dual Spec as the solution. I hope I am not being intellectually dishonest by having that opinion.
I do think that it suggests that for some reason, you feel that you are being deterred from respecc’ing. I can guess that that reason is mostly gold. However, it could be something else, such as the hassle of respecc’ing.
I personally feel that respecc’ing is quite enjoyable, but I’m also quite used to it. There are addons that can help keep track of different talent builds, and gear sets, and so on, to make it much easier for those who might not enjoy the respecc’ing process.
If the gold fees are the main thing that are deterring people from respecc’ing, then it becomes a question of whether deterring respecc’ing is intentional and should continue being a part of the game. If so, then there isn’t really any point in arguing for a solution at all, whether dual spec or something else.
