This is a great idea in your mind. Implemented in-game, it would be such a goofy gimmick that very few utilize. Garrison, to most players, were a joke that killed a big part of the game. This is the same thing, with “neighborhoods”. People don’t play WoW to pretend it’s the Sims.
I’m sure there is a large group of forum goers that see it through these fantastical lenses. Not only is it never going to happen - it’s not a good idea either.
