Since we’ve (kinda) narrowed it down to the data folder, I tried deleting all the files/folders on the Data folder that were modified on 9/22.

The launcher never showed anything being downloaded but the data.0## files re-created themselves while my green circle was throwing a party. What I am noticing is that two of the files seem to be stuck at smaller file sizes data.039 (1,003,956 KB) and data.055 (765,449 KB).
If I delete everything in the \Data\data\ folder that was modified after 9/22 it would be about 40GB so I’m holding off and hoping I can narrow it down.
Edit: The following data.0## files keep being modified after exiting the game but don’t seem to be getting any larger:

Did you manage to fix it? It’s ruining the game for me as the client keeps skipping music, sounds and textures are missing etc, why is there no option on Bnet to download it in full?
This is all happening on SSD.

Can confirm that uninstalling plus deleting leftover World of Warcraft folders then installing the game fixed the issue for me. No more green circle icon after 3 weeks!
Make sure you save your AddOns folder and WTF folder to save your game settings and Addons!
Can also confirm that a total re-install and removal of all wow related folders worked for me as well.
Kind of like killing and ant with a sledgehammer but at least it worked.

Having the same issue still, gonna try reinstalling just Retail Wow and see if that works. If not I’ll reinstall Classic too alongside retail. Honestly I think this started after I abandoned a prepatch because it wasn’t downloading at all…
Uninstall full game (Ptr, Classic, retail) works for me
8.3 corruption bled over into the pre patch data. That’s why this is happening
In all seriousness though, for those waiting for pre patch for this to sort itself out, at this point probably not going to happen since pre patch is out and the issue still exists. I can also confirm uninstalling the game, deleting you wow files and reinstalling the game + pre patch data is the fix. Haven’t had any issues for 2 weeks when I did the reinstall method. I was scared when pre patch hit and I was fixed to update but I have not had any issues with the dreaded, annoying green circle !!
It seems like just reinstalling Retail and nothing else seems to have worked, didn’t even have to delete other files. (It still shows a bandwidth and download % when you hover over the “?”, but maybe it was always like that.) I’ll keep an eye on things to make sure it holds up. Interestingly enough a pre-patch optioned that wasn’t there yesterday appeared after the reinstall, so that was probably it.

I can confirm reinstalling did NOT work.
Uninstalled everything, reinstalled. Had the green circle for weeks now, wtf Blizz
What are we supposed to do?
Edit. Today (Friday, the day after I wrote this) it’s gone. After over a month!

Circle came back for a brief moment upon entering Zuldazar but quickly went away.

Happening for me as well. Been roughly a month now since it started.
I just did the Scan and Repair and the circle is finally gone!.
So after a fresh install, my green circle is gone, but if i look at the game menu ‘?’ button at the bottom right corner, it still has a download 0% and bandwidth 0 information on it. also just being in wow brings my download speeds down from 1 gig to about 400mgbt. so not sure if this is quite fixed yet…
I have found the solution is to re-install, sadly.

Oddly enough, disabling Tidy Plates/Threat Plates seems to have solved this for me, at least for the moment.

I had issues since the pre-patch with the green circle. Recently my game took way too long to launch (ssd) or would fail to launch at all. Deleting addons did nothing.
I ended up manually deleting every game on bliz launcher and uninstalling battlenet. Then went into appdata to clear out battlenet entries.
Fresh install but copied WTF with the same addons and issues went away.
