I was playing a bit of witcher 2 and witcher 3 on my current PC
The gameplay seems a bit jerky, I used fraps and it says that I get around 75-90fps
Could it be that I haven’t formatted my hard drive in 6 years, or is it just my imagination?
When I play on console, everything seems smooth although doesn’t look as good

8 gb ddr3 ram
What’s refresh of your monitor?
Also, could just be cpu causing bad frametimes because it’s only a 4/4 chip
Monitor is just a cheap 60hz/1080p.
are you playing with vsync on or off

I know witcher 3 it was off
isn’t there a downside to having it on?
slight input lag, but unless you’re playing competitive shooters, you won’t notice.
it reduces tearing and can make the game smoother.

that it will be ultimately disappointing 
well, it will probably be smoother.
4/4 chips aren’t really competent enough for a very smooth gaming experience.
Do you have a lot of things going on in the background while you play?
Also, is that 8gb 2x4 or 1x8

on a 4/4 chip, i’d close everything prior to playing, especially on only 8gb of RAM.
It’s possible chrome is hogging your memory and causing your OS to use some page file, which will also peg your cpu and io
there should be no issues with witcher 2 though so this may be external issue if that game is jerky
could be.
op can you give us cpu load temps?
possible if you are on stock cooler that it’s getting too hot and throttling. that would cause stutter.
also how old is the hard drive? Any thought to getting an SSD for your games?
true - stuttering could also be an issue with asset loading, esp. if the drive is not in the best shape or slow
