Every time I make a payment for a new subscription for another month, the bank makes the payment, then after about 10 minutes, Blizzard does a reversal and returns my payment.
It is the same bank card I have been using for years and never had a problem.
I canceled my subscription and reentered all the information. Same thing. The bank pays Blizzard, then after 10 minutes or so, Blizzard returns my payment.

From what I can see you have an active subscription already, it isn’t set to bill until the 6th of November.

Yes, but I should be able to add a month at any time.
That isn’t how a subscription works. If you already have game time on the account it will only charge when that time runs out. If you just want to buy blocks of game time to add to the account there are 60 day bundles available on the shop page.
Those will be added directly to the WoW license and take over when the current time expires. Then, if you have a subscription still active, that will take over when that time runs out.

Just got an email say I successfully purchased a one month subscription, problem is, there is no record of it at the bank.
You couldn’t have purchased a month of game time if you have an active sub on the license you’re buying it on.

From what I can see, Zurkle, you canceled the subscription 10/24 at 21:40 UTC. you then activated the subscription 10/24 21:41 UTC. It wouldn’t have charged you at that time because you still have game time on the WoW license.
You’ll be billed when that is about to run out, which should be 11/6 at 1:52 UTC. So you have it set up for purchase, but you haven’t actually had the money deducted yet.

Somewhere on the web someone advised to cancel the subscription, re enter all your information, then subscribe again. It didn’t work.
It didn’t work to do what? I’m not entirely certain what you attempting to accomplish.
You have game time on the license and you have an active subscription, so it will be re-billed when that game time runs out (Nov 6th).
You mentioned you just want to buy a block of game time, but that isn’t exactly accomplished via a subscription because that is only billed when you don’t have any game time on the license. The only blocks of time we have available are the 60 day bundle, that I linked yesterday.
