I was trying to purchase 60 days of WoW game time, but after a long processing time an error came up Zounds! etc etc. I was using my PayPal account as a payment method, and when I look in the PayPal the ammout 25.9 Eur is Pending, and in the bank account the same amount is reserved. It’s my first time dealing with Blizzard shop; I’ve been using Steam other vendors without an issue.
I’m curious as to how to go about resolving this issue?
Are you trying to pay for an Americas account with an EU payment method?
Usually the shop currency is based off the registered country on your account.
Well the payment failed in general, I haven’t received neither time for EU or US servers. To be honest I’m quite clueless as to what went wrong.
I’m not certain why it may have failed, Schwonder. The note I see here is that it timed out. That usually indicates that there was a communication disruption between Paypal and us. You’ll usually have received an authorization email but the payment failed. You’ll need to reattempt.

Another question; is this money from this failed transaction going to be returned, or in a case if it goes through will the game time be added?

Failed attempts return to the account or otherwise have the hold on the funds released. How long that takes depends on the institute, most are 3-5 business days.
