It’s way too early to say what will need a nerf in a new phase. Hunter nerfs were only because of a too good rune. Any class can get a too good rune in upcoming phases
By following your logic warrior should be tank and nothing else if we refer to the blizzard website.

We’ve fallen pretty low tier as gear progressed which is disconcerting considering the amazing runes we got.
Paladin is likely to be a pathway of pain.
