I recently began to notice that Ardenweald has only been having about 1-2 world quests active at any time, when all the other covenant zones have between 3-4 active at any time. Currently 1 of the 2 world quests available is a pet battle, so that means only 1 world quest for players who are not experienced with pet battles. Is this intentional or a bug?
There should be a few available right now, assuming you didn’t complete them already. I can see them on my character in Ardenweald.
I would first check the filters on your map to make sure you have all the World Quest Rewards selected. Those filters are available by clicking the hourglass when you have your map open.
You might also try resetting your User Interface but I would start with the filter first or maybe just disabling your addons.

I only see two available, “Gormageddon” and “Lurking in the Shadows”, the second of which is a pet battle. Is that what you see?
I have all the filters enabled and I don’t use any addons.
Are you leveling via Threads of Fate? If so, have you completed the Support the Court quest for Ardenweald?

I am leveling via Threads of Fate, but have not yet completed the Support the Court quest.

Are more world quests supposed to show up after completing Support the Court? Wouldn’t that make the goal of completing world quests to complete the quest that much more difficult?

Well, you can also kill dungeon bosses, rares, do bonus objectives, and do the side quests in order to complete the zone aid quests (such as Support the Court). You don’t have to do a single world quest in the zone to complete the quest.
Looking at my lvl 56 Druid (who is Night Fae), she has 3 world quests up in Ardenweald at the moment: Natural Defenders, Gormageddon, & A Dangerous Harvest. She completed Support the Court yesterday.
She also completed Reinforcing Revendreth yesterday and has 4 world quests available there at the moment: Mirror Restoration, Light Defense, Tithe and Taxes, & Muck It Up.

this is really annoying. doing the aids for the other 3 zones I get plenty of world quests, but like everyone else doing threads of fate, there are only 1 or 2 world quests available in Ardenweald. Complete Support the Court first??? that is how we are completing the Support the Court quest by doing world quests etc… why should there be plenty of world quests in the other zones without completing their aid the covenant quest but Ardenweald you have to complete it first??? that makes no sense.
I get the frustration and yes, I’ve seen the same (and do so right now - plenty of WQs up in Bastion, Maldraxxus and Revendreth but not Ardenweald) for Threads WQ availability.
However, as someone who’s leveled an alt a day the past week, I can assure you that you can still fill the bar completely using only open-world content (I don’t run SL dungeons when leveling threads because I’m sick of them 
). You have to do a few extra side quests, kill more rares or loot more treasures to make it happen, but it’s not a large burden at all.
Also, regarding pet battle quests - the pet battlers scale to your level. A lot (but not all) of the fights are super-easy using a team of Level 1 pets. I find them to be a quick way to add 6% to the bar and get some pet upgrades in the process.
