You are not making any sense. Because having server transfers or re-rolling, it does not even impact your gameplay. Either way you loose players.
By having a limited time window you put the responsabilites on players to seek informations about the server they choose.
With paid transfers you are enabling server hopping.

I did play Vanilla. Personnaly I am not looking for a transfer since the PVP does not impact me that much since I am participating in it.
But if you go by your #nochange mentality then your argument is already broken since servers populations are already different from Vanilla by being way more populated for their purposes.

Are you sure you’re okay though? You really seem quite bent out of shape over a complete stranger on a server you dont play on expressing a desire to transfer… to a server you also dont play on.
TBH if people are just sitting in city that’s unfortunate, might be viable to focus on roaming squads of 5-15 in other zones/ not brd. If there’s crews roaming and not many folk walking into zergfest seems likely to self correct?

No, this is entirely Blizzard’s doing, albeit indirectly. By not having any sort of faction control/caps, every PvP server runs the risk of having frequent/persistent imbalance. A small imbalance is fine, even a challenge to be sought out, but when every 2v2 turns into a 2v8+, the 2 just stop looking for a fight.
Players are going to play dynamically according to conditions around them. If those conditions are nonstop ganks by an overwhelming number of enemy players, they’ll simply find ways to avoid being exposed to that sort of problem, particularly when you can’t muster any sort of numbers to respond appropriately.
wPvP was always a tenuous and nonsensical form of PvP, but it was never going to be balanced and always had the potential to become what it is now on Classic: a one-sided slaughter that pushes an entire faction into non-existence.
But sure… go on… blame everyone else for the problem. It’ll be funny when every server essentially becomes PvE, whether by design or by faction disparity.
Those numbers on ironforge.pro are wrong. I’ve personally checked MANUAL /who at several different peak times of BOTH factions on several servers when I was thinking about re rolling. Benediction is one of those servers that was literally almost perfectly balanced every time I did my /who rampage. Yet that site lists it as 57/43, that is not accurate. And while we are outnumbered on Heartseeker, it is not 81.6/18.4%. That’s pretty off too. These 3rd party websites just aren’t accurate after the census addons were broken.
