In beta, Kill Shot was replaced with an ability that did AoE iirc.
It definitely is legendary in name only imho, I have both the normal Sylv bow and the 252 Spires bow and the “legendary” is a dps downgrade. Hopefully the upgrade item drops from H Sylv, but it’s a bit ridiculous to have to RNG the upgrade when the bow has already dropped. 0_o
