It hasn’t been a problem up until Tuesday. I did the 5 wq’s quest along with a special assignment on Tuesday and didn’t get coffer keys from either. I stopped there and put in a ticket. A GM just got back to me and told me to report it here.
There is a bug that weekly quests and eligiblity status wasn’t correctly resetting for some characters.
Apparently this will be fixed at maintenance this coming week and work correctly from here on out.
what about for us min maxers who lose a full week of prog? This includes delve options, and possible half of a spark? I want the bug fixed obviously and for us effected to be back filled on points lost for our professions. Each profession point we lose is also artisan acuity which is a big deal right now and comes at a premium.

The response from the developers thus far takes no account of players who believe they’re behind some kind of weekly power curve.
Unless something changes, players in that position will have to try to catch up however they can.
If you want to comment on how that solution isn’t satisfactory, you’ll need to do it in a forum that the developers choose to accept feedback from. Which isn’t Bug Reports any more for this issue, since as far as the developers are concerned the bug is fixed. (It’s not a bug they’re not compensating for lost progress – it’s their intentional choice, so QA will ignore complaints about it and the developers will never see it.)

Would like to update this with this new info in mind, I just realized last night, that I only had 1 Catalyst charge too. So it seems I didn’t get my charge on tuesday either
Everyone has only 1 catalyst charge with a second coming on Tuesday.
For now, Catalyst charges accumulate only every other week, just like S1 of DF.
This week should be your second. You didn’t miss one last week because one wasn’t available.
