Im in war mode. level 80, unlocked WQ etc.
Im in ringing deeps i have the weekly quest to get 100 sparks.
Killing rares nothing. Killing players nothing. Doing world quests nothing.
Collecting treasures nothing. Collect the snufflin rocks nothing.
Not getting Sparks of war, do not know why.
It even says sparks of war on some of the rares and they do not drop any sparks.

Nothing official, seeing reports both of completion and sparks not dropping, best you can do right now is probably alert QA so they can investigate.
Have you attempted dropping the quest and re-acquiring it? Do you happen to be in a raid party at the moment?

My friend and I are having this issue as well. Any fixes? I tried reacquiring the quest with no luck.
Same here, stopped dropping out of nowhere. Stuck at 75. Tried EVERYTHING.

I am also not getting the sparks of war quest. I had a friend try to share this with me and this was the error:
“Sparks of War: Isle of Dorn failed. You are not eligible for that quest.”
Add that information to a bug report.
I was collecting sparks via treasures and rares. Then they just stopped, not sure the cause. I looted a PVP chest and got sparks from that, and then treasures and rares started dropping sparks again. 
I have the quest but I can’t get the item to drop off anything.
Was earning Bloody Tokens and Conquest in World PVP, but not getting the weekly Sparks quests from Ruffious.
Finally figured out access is granted when you unlock “World Quests & Adventure Mode”. This requires earning the Achievements for all 4 zones: Isle of Dorn, The Ringing Deeps, Hallowfall and Azj-Kahet. Each Achievement has 3 storylines and quests are marked with chevrons. You also need to do the quest “Surface Bound”. It’s the first quest in the “Against the Current” storyline. You leave Azj-Kahet and turn in the quest in to Moira in Dornogol. She awards “World Quests & Adventure Mode”.
As others reported, cumulative pvp honor level was reset to 0. Reported as bug.
I had to complete the campaigns in all the new zones, Hallowfall, Ringing Deeps, Isle of Dorn and Anjkatet. =( That’s when the quest showed for me.
I have completed them in the Zone I am currently in and seeing the same thing.
