The login screen says its 119k for game time, and that I don’t have 119k.
I have 121k on just one <20 toon and all others have at least 50g on them. So what gives?

If your game time has expired and you can’t access your characters, you can purchase and consume a WoW Token directly from the character select screen with the Reactivate Now button. While each character on a realm will contribute gold to the price of the Token, you may receive an error if this would zero out the gold for any character. Due to the constant fluctuation of the token prices, if you only have just enough gold to purchase the token, you must log into the game to make the purchase.
Do you have any tokens you purchased for real money in your inventory? If so, that’ll prevent you from buying one as well.
Note : It is not possible to buy a token for gold if you have a token that was purchased with real money in your inventory or in the auction house. You have to sell that token first.
Why would I have a token purchased with real money if I am using gold? That’s the whole point of stacking gold, not to spend money… But, no.
I’d suggest putting in a ticket to see if they can grant you a little game time to be able to purchase the token. You can out in a ticket here:

it is in the bags… there is no guild bank. Every toon has at least the minimum amount of gold on both servers to cut the chance of zero outs, and a few toons have well above what the login screen is stating the cost of the tokens even are. There are screenshots. I know they aren’t linked, but they are there. I know the system. Been doing this since gold for time started. AS of now, logn screen states 117k for token. Still says “not enough gold”.
Also, still waiting on news from the ticket.
I can’t find any official word about it, but are any of those characters level 20 or below? Comments on Reddit claim that they don’t count since they’re considered starter characters when an account lapses, presumably because of the cap on how much gold a starter can carry.

Did you submit the ticket from a different Battle.net account, Kites? I don’t see any tickets in your current history. Do you have a ticket ID perhaps?
Not meaning to hijack this thread, but does that mean it will pull from both Horde and Alliance we have on the same realm? That is how I’m reading it but want to make sure.
Yes, if your account is inactive the system will look at all characters on a single realm. If you collectively have enough gold, you should be able to purchase a WoW Token to reactivate the account.
Kites, I should mention that if you have enough gold but are getting an error trying to purchase a WoW Token, it may mean that there aren’t any currently on the Auction House for sale. In that case it is best to try back later, probably closer to prime game time when more people will be on.
