It’s a candidate, and it doesn’t say it’s releasing Tuesday. They’re just now testing Mage Tower so that doesn’t even make sense for this to be the final build.
Mage tower is very limited testing because they don’t want everyone to beat it within 1 hour of release like they do all the Classic raid bosses. Most testing has been internal and this shouldn’t impact 9.1.5 on Tuesday. Holinka basically confirmed this on twitter (link)
