Bought TWW Standard a month ago thinking that if there were to be a Spring Sale in the following weeks I’d be able to upgrade at a discount. Was a bit bummed to see that edition upgrades weren’t included in the latest sale. 
This isn’t a decision by Customer Support, and Customer Support doesn’t have any involvement with putting games or services on sale.

Generally speaking, no. The upgrade is usually just 20$ more for Heroic, 40$ for Epic, you pay the difference between the version you own, and the one you want. There has really been no discount beyond that.
