Why? Why not just change it so that 110s (xp locked) cant queue with xp-on players for expeditions/dungeons?
Why would you be glad to see people who have spent lots of time and resources on something so relatively harmless (more beneficial than anything) be screwed over?
For Blizzard to back off there was serious backlash.

The intention of the XP-off feature is to allow alternate characters to stay in lower-level PvP brackets

As far as Blizzard has let us know, this is a PVE issue affecting lvl 110, 111-119.
whatever those reasons are, the power disparity at 110 was just silly, one person who had locked at 110 and played a ton of BFA could turn a whole BG, now in one sense that’s cool but in another it’s “gamebreaking”
so, good change imho
XP off are still in the 110 bracket though… They reverted the change within an hour

Not even a BiS 110 twink can 1v10.
Unlikely to happen anyway, considering the sheer amount of 110 twinks… it’s rare not to have at least one on each team.

EDIT - at 110 in particular, you don’t see that kind of crazy power difference at say … level 19 where a 19-twink will individually be much stronger than a non-twink but they do have less of a game altering effect
