It does seem a bit petty to restrict shapeshifting forms in a class whose identity and levelling progression has always been tied to the ability to shapeshift. As others have said, if the issue was too much DPS coming from a healer, then lose the bonus, not the form.

Flap was just too powerful for tank feral and resto.

One of the most annoying parts for me is the fact that in moonkin form - you can put all your damage spells as 1, 2, 3, 4 etc. With no shapeshift I find it annoying to fit all the damage spells with my healing spells.
