That’s because the design goals and intents changed from tbc to wotlk.
But tbcc is supposed to try and follow the design goals of tbc. Not wotlk. They changed the design goals for wotlk, but they waited until wotlk was established and they knew their design goals had hit the mark of what they intended before they added dual spec.
There was a clear shift in game design which is why adding dual spec to tbcc will have results not seen in wotlk because it’s a different game design altogether.
Tbc was designed in a way the devs clearly did not think dual spec would fit into the games design. This is seen from their comments on it. AFTER the game changed design goals in wotlk THEN it was added.
Yes the devs changed their minds on dual spec after they changed the design of the game so it was more in line to be complimentary to dual spec instead of being a design goal clash of opposite design goals from base game design and dual spec.

What part of that is reaching? It’s following the timeliness of changes. Factoring in their own comments. The change in lead designer, and making a conclusion from known facts.
GC took over part way through tbc. So they changed their mind on design goals because they had a new lead designer. However as an actual game designer he knew making heavy changes mid expansion was not the best idea so he did it in wrath. After he altered class and content design to fit his “bring the player not the class” design goals and saw it had worked how he wanted THEN he added dual spec. A decision he later came to regret, but that was the design choices made for wotlk. Which is when dual spec will be seen in classic. WotlkC. It didnt fit the design goals of the devs that made tbc. But it did fit the design goals of the devs that made wotlk, which is why we WILL see it in wrath, even though the devs later stated they felt it was a mistake.
If you think using known facts to reach a logical conclusion is reaching, well… you may want to look at those facts and see which ones your ignoring in your own path to a conclusion. Because you seem to be ignoring the FACT that the devs of tbc said NO to dual spec and its only after a new lead designer took over and imposed his new design goals of “bring the player not the class” did dual spec get added to wotlk, after the new designer had implemented his designs and saw their effects. Then he added dual spec. We also know he came to regret that decision later, but that’s a story for after wotllC.
