so the devs left it out

Updated 1.12 itemization means way more resistance exists on gear in Classic than existed this early in Vanilla. It’s the entire reason spell pen was eventually added; they realized they kept adding resistance to gear with no way to counter it.
So we are getting all of the higher resistances but not all of the spell pen. This is an unbalanced inconsistency which makes no sense.

Must be an oversight. Pvp gear is the 1.12 version, not previous version.
