More options are always better than fewer.
I’d even go so far as to say that every race should get these features so that you could RP as any undead race you choose without having to go death knight.

My guess would be since nightborne are not a copy and paste of night elves like the blood and void elfs are , they just couldn’t be bothered to make it

That’s my suspicion as well.
However, since Dark Rangers are clearly a Forsaken thing, making it a Horde thing, Night Elves should have been left out, not the other way around.
