Khadgar found an ancient text detailing that Elune created the Naaru, iirc. But she could have also created the Void Lords, since she represents balance/the light and dark sides of the moon/etc.
But Velen said he thinks Elune IS a Naaru which I don’t think is true.
One thing interesting to note though is that there is a Moonwell for her in Draenor, and in the datamined Ardenweald quests the ghost of the Night Warrior appears to be from another world/a different race which implies she is worshipped across multiple planets and not just Azeroth.

I wouldn’t worry too much about this. The terse response Tyrande had for Velen’s suggestion that Elune might be a Naaru, and how we’ve seen Elune depicted, makes her seem much different from any Naaru we’ve ever been shown in or out of game.

The CDev passage about Velen asking Tyrande about Elune was also a tongue-in-cheek reference to a particular popular community figure’s pet theory at the time.
I wouldn’t read too much into that anecdote on it’s own. Obviously since then they’ve made moves in the direction of there being some kind of connection there, but I don’t think Velen literally believes that Elune is a Naaru. That was very much a cheeky “yes we’re acknowledging that this theory exists” thing.
Yeah. Hopefully not. At this point there is no real explanation for what Elune is, not even in chronicles.
