So, big news dropped with the patch thanks to Wowhead and a few members of the community that all raid skips were now account-wide, meaning you only ever have to complete a quest once to have that skip for every character.
I’m in Sanctum of Domination on Mythic with one of my alts and I am unable to open the portal to Kel’thuzad from Tarragrue after having killed him. I just used the skip on my warrior last night, so if this change is supposed to apply to all raid skips, then the Sanctum skips were forgotten.
EDIT: Going to list out the state of skips from my personal testing.

Ditto for Sepulcher, cannot use the skips on alts which don’t have them unlocked.
Unrelated but actually maybe somewhat related, a friend of mine has reported that his Mythic Tomb of Sargeras skip on his main was reset and he can now no longer trigger the door to Maiden after Aegwynn despite having done it last week (and having had that skip since Legion). The quest is there for him to pick up again.
Big disappointmen there also. Completed the skip on main but cant use it on my alt and now standing there looking dumb.

Still not able to do either SoD or Sepulcher skips across my account. Hoping this fix comes soon since they fixed the issue with fights that have up/down phases like Kel’Thuzad and N’zoth. I didn’t test Nathria but it wouldn’t surprise me if that skip also isn’t shared yet.

Bumping this–just tried doing Mythic Sanctum today with a friend and couldn’t use the skip on another character.

Experiencing the same bug, raids skips not working in SoD & Sepulcher on alts.
Decided to go ahead and test Castle Nathria, and it is not affected by this issue. I am able to activate the skip to Sludgefist on Heroic with my mage despite Draven offering me the Heroic skip quest in the same dialog. Remains isolated to SoD and SFO for Shadowlands raids.
Still does not seem to be working in Sepulcher.
Tested again today and sanctum skip still not working account wide

Just unlocked raid skip for Mythic Nighthold. Tried running it on my alt, the purple orb is present and I can see Nightspire however when I click it my character just “shrugs” and nothing happens. I actually can’t be f’d with this… they introduce a new mechanic to help streamline and ease Tmog/Mount farming and it doesn’t even work half the time.

BRF skip is considered a warbound quest and the skip worked across all my alts. Hellfire Citadel’s 2nd skip doesn’t work, but the first one does. 
I can’t reproduce this. My evoker is able to unlock the door on Mythic and skip to Nightspire without issue despite literally having the quest in her log. You weren’t in combat trying to use the orb? What difficulty was it on?
Also was unable to reproduce this. Have you logged on to the character that has both of your HFC skips? I was able to see both portals on all three difficulties. My evoker has personally not unlocked any skips pre-DF except Ny’alotha Mythic.
I also verified this using Dataforazeroth’s account scan and then viewing the Raid Skips section for that character; useful tool if you want to check what you do have on your account. For example, I thought I have every skip pre-DF, but apparently I missed BRF and Ny’alotha on normal difficulty only.
I’ve updated the OP with the results of my own testing. So far the issue can be verifiably bugged for everyone in SoD and SFO, but nowhere else.

Curious to try this today after reset, I doubt it’s fixed since there’s no mention but just maybe
I did a little more testing and the inconsistency between raid skips kinda makes me think the full implementation was incomplete. The Blackrock Foundry raid skip quests were converted to be warband quests, allowing them to be progressed by any character (meaning you can finish it in the same reset if you have enough), but as a result the quests were reset and also available again on this character even though I still had the skips available. I picked up the Mythic one and did it with a few alts for giggles, and it got Dataforazeroth to once again recognize that I had that skip.
So between BRF’s conversion to a warband quest but SFO’s and SoD’s failure to be account-wide at all, I’d say they were working on changes for all and forgot to finish. Maybe 11.0.7 will finish them up.
Still not fixed, Lizzard quality.
