With the Wandering Isle gear not on the transmogrification menu yet, what are the prerequisites for being able to choose which starting zone a new character starts off at? I can’t seem to find this information anywhere.
When creating a new Pandaren you’ll be given the option to select Exile’s Reach or Shang Xi Training Grounds. The training grounds is the Wandering Isle.
Note: New accounts need to level at least one character to 20 before any new characters will be given that choice.

New accounts with no other characters on them will only have Exile’s Reach as an option for their first character.
Once an account has another character on it, you can then choose from Exile’s Reach OR your race’s starting area.

Hmm, I have the option to choose my racial starting zone OR Exile’s Reach with only a level 12 on my new Battle net account. (Khayyin#11373).
That is strange. Seems like a bug.
