The only pvp nerf that was aimed at hunters was scorpid poison and its interaction with cobra strikes rune. Everything else was PvE focused.

the recent nerf to the bm rune was pvp related, hunters were soloing people with eyes of the beast and controlling their pet with it, neither the pet nor the hunter have been near the top of the dps charts for like 6+ resets

They still are soloing people. The bm rune was because pets were still face tanking bosses. Also, yeah hunters can still top the charts with wind serpent and melee weaving. lol
