As a so-called casual myself, even I agree now that this is an issue. The solution is not to remove LFR though, as many often cite as a solution. Rather, I believe there should be a “cap” of sorts to all gear in the game.
Like if you go World Questing, the highest you can get after weeks and months of questing is 15 I-Level points above LFR. Mob scaling stops at item level 365 because that is the item level of items from a normal dungeon in this expansion.
Example (ignore the item-level numbers):
LFR gives 385 gear. Heroic Dungeons give 385 gear also. However a player can with dedication and time put in, reach item level 410 by world questing / World Quests with scaling rewards. But it should take, as it does now; months of just questing to do that.
Moving on:
Normal Mode raiding grants the player Item level 430 gear. Heroic Raiding grants them 460 item level gear, and Mythic Raiding gives them a whopping 500 item level gear. Why 500? It’s Mythic. You deserve that power level.
Now we come to the next Patch X.2. Everyone’s primed. New raid, new gear etc. Tougher mobs. Heroic / LFR raids item drops (but not the actual items currently in the players possession) are buffed to I-level 415, World Quests now drop at a max 440 gear.
The problem is that with world quests now ‘outshining’ raid gear, the raider feels disenfranchised. Like his time spent was not worthwhile. And this is a fair complaint. WoW is a enormous time-sink. If your time does not give a return to you, it feels unrewarding to the player and they burn out.
So what Blizzard should do is this. Buff Raiding gear from Normal, Heroic and Mythic the same way while making the difficulty of the new raid require entry level gear of that rough level to defeat.
Example: Player A is item level 400. He got his gear strictly from World Questing / LFR / Dungeons. He can step into a Normal Raid as it is tuned to require 375 item level gear roughly to clear, but he doesn’t like Normal raiding.
Player B by contrast is a raider. He does normals and gets to 420 item level. Patch 8.2 drops. His pal who doesn’t do any raiding is now the same level as him because the world-quests are now dropping 440 gear! That is the current issue live.
Player C is also mad about this. He does heroic regularly and is Item level 440 for his time and discipline on the raiding. Patch 8.2 drops. The people in LFR who don’t do any serious raiding are now equal to him because the world-quests are now dropping 440 gear!
Player D does Mythics. He did the grind. He made it to 460 item level. He’s frustrated and feels like this was a waste of his time. Why even bother? The game caters to casuals. Damn casuals.
That is the current issue live.
Solution:
But Blizzard (hopefully) sees this issue, and so now every patch buffs the previous tier’s raid gear in the players hands, one time. (The X.1 gear will not ‘level up’ again in X.3, but the X.2 gear will be buffed accordingly).
This buff does not apply to LFR gear, but only Normal, Heroic, and Mythic gear. As a result of this change, Player B and C realize their Raiding gear has become item level 460 and 480 on launch day of X.2! Player D and his Mythic gear just became i-level 500.
Now their happier as their gear and time spent is still relevant. It’s a good thing for the raiders that their gear has increased in potency. This new raid’s difficulty makes the last tier look like Merry Sunshine. Dps checks and bosses which require a player to gear up to Item level 465 for a normal clear, 495 for Heroic, and 525 for Mythic!
Player D is content with this probably he’s a Mythic Raider, he’s probably part of a dedicated team, and maybe seeking world first. He needs to get through normal and heroic quickly and he will by all accounts with his pals. Still his gear is at the point it needs to be on day 1 to be competitive, and he’ll definitely want to keep clearing since the gear now dropping in 8.2 breaks thus:
Heroic Dungeons / LFR: 440
Normal Raids: 475
Heroic Raids: 500
Mythic: 530
And in 8.3 the same thing happens. Yes there is a power creep issue, but that’s solvable by adjustments to mob health and balancing. The point here is that the raider can feel like his time from the previous tier was worthwhile. He can also expect that any gear he gets from the new raids will be useful tools in the next tier.
Players who do world quests will be able to trade their gear up in the new content, thus their weapons and gear (along with the catch up mechanics) do not need to be buffed the same way normal / heroic / mythic are.
That’s how I’d solve all of this.
It’s going to give me incentive to push my resto/balance druid those last four levels. Looks like my “time played” metric is going to shoot up.
Don’t tell OP about the Benthic gear that you can upgrade to 430.
Anyone whining about this needs to realize that 0.05% of 120s have cleared M.Crucible. Y’all are lucky you’re still getting raids at all. As it is, it’s really hard to justify going to them when armor in all the other modes has pieces sawed off to make the Mythic gear look better, which is like an average chick using Trigglypuff as her wingman.
Im honestly reaching that point. I truly believe we’re gearing up for a Runescape-like separation of the community which is likely to impact retail significantly if classic overtakes it.

Any raid that isn’t mythic has basically been irrelevant for the entirety of BFA. 5mans are faster, easier and give you more.
I believe the ilvl jump between “seasons” is more in BfA than it has been before. Handing out Mythic gear that fast SOUNDS stupid, but it’s like, sub-normal raiding level in that patch, ya?

Is this really a big deal? By the end of the first week, people will be clearing Mythic 10s and getting 430 repeatable gear.
Based on the 8.1 jump, 415 will be the ilvl of normal eternal palace.
So really it just begs the question “why does normal mode still exist?” Hell, even heroic is getting hard to justify under the current paradigm.

Clearly Blizzard remembers in 8.0 how everyone was whinging about not getting a weapon drop for X weeks and using their awful blue quest items still. So now they’ve decided to take an active step towards making sure that you won’t be stuck with entirely bad gear for months and people complain about it.
I’m still giving Classic a hard Pass.
I respect my time more than that.
I have been stuck with 400 weapons for months now, so really it’s not strange or disappointing to get a 415, it’s called progress and this is how Blizzard does it now.
Why do you care?
Only have a couple 120 characters, and they still be rockin the 365, 370 honorbound, and 7th legion weapons for quite awhile now lol.

After the last PoE “Season” thing my care meter for PoE has dropped through the floor as well.
PoE is gonna have to do something absolutely ridiculous to make me care again.
I dont see the issue, far better stuff is coming for people who are hardcore in mythic+ and raiding. Let people have their SINGLE catchup weapon. Doesnt even give dual wielders a second weapon(not that quests ever have).
Gotta throw something in there to get people to come back to this game for 8.2 and do the content I guess.
