I am looking to change the name of one of my characters, to give it to another character. Does it unlock for me soon as I name change? Or do I have to wait the 90 days?!
At least in retail, the name unlocks immediately when the former character changes their name.

Assuming they are both on the same Battle.net account, the name should be available for you to use immediately.
If this is between two different Battle.net accounts though, the name will be on a reserved for up to 90 days.
