I’m not so sure. That may be a hint that Azshara will be coming back in the next expac to some extent but doesn’t necessarily mean it’ll be a pirate or undersea expac.
I really hate the undersea zones. I never want to do Vashjr again.

There were some crazy rumors saying we’re getting player housing in ship form next xpac.
This cosmetic does line up with that theory, among other things like the HD ships added in recently.
It would get garrisoned. Every dev would want to add their own idea to it until it became a big bloated mess that sucked up all the resources.

Honestly I dunno if any game can top pirate stuff after that one clip from those guys playing Sea of Thieves. Too much swearing so I can’t post it. But its the “CAPTAIN!!! LOOOOOOOOOOOOK!!!” one.
What if you get to steal one piece of gear from someone as a weekly token. Fun :)?
We can still have a high seas xpac without the pirate theme.
