Your issue is that you are trying to be the word police and taking things too literally. Meanings of words change over time and based on context. Welfare Epics have been part of the WoW vernacular for a very long time.
Guilded Crests at +6 is begging for welfare gear. Simple as that.

You are arguing that people who don’t mythic raid don’t need mythic level gear. But those that mythic raid technically don’t need it either. By need as in, you can’t complete the content without it. You can clear mythic raids without mythic gear.
Just a flawed retort to gatekeeping gear progression, that is rather unhealthy for the game. They need/want it for the same reason mythic raiders do.
As much as people crap on casuals, they are just as important as everyone else. They contribute to the economy, contribute to the elitist pecking order, and contribute to blizzard’s wallet so that they keep churning out more content.
