She can make another bnet account with the same name and address. Diffrent email and use that to put in a ticket about it.

First thing to do is to get your mom’s email and computer secure. Change the password to the email and setup an authenticator on it if that’s an option.
Run a scan for malicious software on her computer.
Most likely, she fell for someone pretending to be Blizz and “threatening” her account.
The fix, create a brand new e-mail using something like gmail to make a new battle.net account with like Vorsol mentioned.
From that account, she can reference the hacked account and work towards getting it restored.
No, and as this is her account, she’s the only one that can submit tickets on this too. They will not work with a third party.
