The story would be more interesting if grudges were a thing. I want WoW to be messy with people that just are unwilling to coexist with people that did them, their family, and/ or community harm. If I go into an Alliance city I want some npcs to give me the starting DK treatment. I want some npcs to be hostile and keep me out of their stores/ inns. It also gives players that have deep faction pride an outlet and places not to see the opposite faction in their cities.
I do like RP elements and this would be a big one if they did open up faction cities.

This isn’t true.
Literally every evil faction we have ever gone to war with was helped by the Humans. If there’s a strange cult that wants to destroy Azeroth, Humans are helping it.
Humans might rebrand themselves as something new, but they are behind just about every single bad thing happening on Azeroth at any given moment.
The Stormwind imperialists will never be satisfied.
The Alliance doesnt really exist outside Stormwind currently.
I don’t know why Blizzard chose Stormwind over Ironforge as the great Alliance Capital.
