No one said war was about being fare and playing by the rules and it never is you do what you can to win even if it means bringing it to a stalemate where no one wins.
Horde exists because of the Alliance.
The Horde exists because Orcs couldn’t fight for their home planet.
Okay, but what IF Midnight reaches out to more than just the Blood Elf zone. Draenei are getting a new capital made on Bloodmist Isles. Both of these are currently instanced zones and it sounds like Blizz is trying to merge them with the rest of the open world. So what IF this could be a SOFT Cataclysm revamp?
Also Lorderon will be a sanctuary city with both alliance and horde. Undead, Arathi, Light-Undead, and Elves. Everything lines up for it.
I can say the same about the draenei.
Just make all the cities neutral. If the AvH war is truly over than just drop the npc hostility completely.

Draenei seem to be a Alliance problem not ours.
Their planet was turned into a fel swamp.

No, there needs to be some hostility but could range from friendly to hostile depending on where you go in the city.
Hostile = 10%
Unfriendly = 60%
Neutral = 25%
Friendly = 5%
I am not a big fan of we have just forgotten the past and are besties now.
It’s much more likely that the old Shattered Sun area will be revamped into the hub.
I hate it. I think Alliance should always be kill on sight. BUT this piecemeal peace… “peacemeal” annoys the crap out of me.
It needs to be an all or nothing. Either we’re all friends and can coexist or we’re not.

You should ask the indigenous people of the Americas how much that matters.
In war and conquest it only matters who is there last.
