Not really, if it’s based on all users, then it means even players not currently playing at all are counted, among the probably millions that are registered users of wowhead. If 30 some percent of those did the raid, it’s still a lot.

And what is the tooltip referring to? Specific reward availability? Boss abilities? It depends on what the tooltip stated.
Don’t bother, some of these people are beyond help. I tried to offer my help yesterday and they called me a booster the ones that takes gold instead of helping out of generosity.
