Looks like Commander Lo Ping still provides Motes for 600 jp on page 6
It shouldnt have disappeared, if you cant find it in Pandaria the JP mats vendor in Org had it for me last I checked.
When vendors are edited in the middle of a weekly reset, the edit only propagates to layers which were active at that time, while new layers get the old vendor state. On realm restart it should be properly visible to all.
This is the same ‘issue’ as with the PvP vendors. You’ll have to do some layer hopping like '19 Classic.
