I think it would be a cool idea to have everyone represented even though it does seem unwieldy. To that end they could possibly group like-minded factions together, like all of the orc clans or all of the troll tribes could be their own little section headed by a particular NPC who gets more lines and spotlight whereas those under him could be given more piecemeal lines so as not to make things too complex. It would be easier for that one NPC to iterate what each tribe would like as well when they all meet and such.
I’d like to see the same represented in the Alliance just because it would let players figure out the perspectives of each faction and what they might be up to at that time.
Such as, the Horde embassy only has the tauren High Chieftain, but Thunder Bluff has either chieftains or ambassadors (while chieftains are located in their own territory/questing instead) to represent every tribe?
It would be somewhat like Dazar’alor’s various speakers and the halls of the Loa, showing off every member even as the spotlight only remains on a select few of them.

There could be representatives hanging around the council room from each faction, which I think would go a long way in showing the various dynamics of each race and faction, kind of like a ‘Hey, we’re still around!’.
Additionally, the Tauren example you brought up would add some life to each race’s respective capitals and cities - I think it’s a great idea. Certain patches and events could bring them all together too.
NATO is an empire.
The representatives of the Horde holding a great feast every time they convene to discuss politics would be a very Horde-like thing to do.
At the very least they need a table. As is they are just standing around in an empty room. They don’t even have chairs!

If clans were killed off completely when they are defeated there would be no orcs left.

the clan itself is gone but there are probably some survivors that didnt side with him.
I doubt they were slaughtered to a man though. There wasn’t time. SoO was a decisive strike to get at Garrosh himself, not to engage his entire army which is stationed all around the surrounding countryside. Add to this the Dragonmaw military does not constitute the entire Dragonmaw population, woman, workers, craftsmen, children plus additional reserves not yet committed for whatever reason. That is unless there was some genocidal killing spree that I haven’t heard off.
There are likely less Dragonmaw left then there are High Elves.
Yet the Horde are getting Dragonmaw customization…

We have to give the Alliance SOME hope of doing FTA, however false that hope may be, adding more to the roster is overkill.
