blizzard isnt responsible for you believing rumors, keep in mind that veng changes are net neutral in response to the 25% hp buff and mob damage buff. among the brand bug fixes is literally due to veng tier set rendering the spec unplayable literally if it wasnt fixed

Even assuming evoker is getting a third spec, it’s definitely not happening in 10.1 with 0 testing. It’d be seen in 10.1.5/10.1.7 at the earliest, with .7 being more likely as it’s the end of season patch where a new spec wouldn’t massively alter the outcomes while still allowing live testing.

Havoc leech is definitely getting an indirect nerf because it’s only scaling off of player dmg which isn’t going up. Same with eye beam fel dev heal.
