Sounds like you’re mixing up MoP Remix with MoP Classic, you have to wait a while for the latter.

I don’t recall being able to do the raids while still leveling.
Or my Paladin being able to learn Sprint or Blink.

I played for a bit. Got a cloak, and periodically random numbers pop up and gave me the impression they are bonuses of some sort.
As long as I can buy some mounts and get the shoulders at the end of the day I will happily level to 70 in Panda land.
You get this mount at level 20.
