[MoP Classic] Conquest buff not working

After you gain 4000 Conquest (a weekly cap increase) on one of your characters on an account, all character son that account gain a buff granting them 50% increased Conquest Point gains until the next weekly reset.

It seems the Conquest buff is only realm-wide, not account-wide. Just tested across multiple realms. Only characters that received the buff were on the realm I got the initial 4k conquest on.

It seems the buff isn’t working at all. I’ll have it on before I go into a RBG and it disappears when I enter. No extra conquest either, it’s not just a visual bug.

The buff doesnt even work. it’ll pop up then go away when you enter arena. I havent been able to get any additional conquest.
