Just upgraded from base to heroic. Purchase is complete in my transaction history and I’ve already received the mount. I tried the troubleshooting steps including creating a level 1 toon and logging in and out. I’ve closed and opened the game multiple times.
I don’t see the mount unlocked per your armory collections, so if you just purchased the upgrade, it may just be waiting for the purchase to fully clear-- Blizzard doesn’t receive the funds from the transaction automatically.
It shouldn’t take more than 2-4 hours, but can sometimes take up to 24. Provided the purchase doesn’t ultimately fail in the end.

If this is a recent purchase, Chungtastic, it likely will just take a little time for the boost to be available. As Ekon mentioned it usually should only take a few hours from the time of purchase. Sorry for the delay and any frustration.

Didn’t realize my forum character was a toon I haven’t logged into for quite some time. If you check this toon’s collection, you can see I already have the mount. I bought the upgrade with blizzard balance so it should clear pretty quickly right?
Adding/remove the mount license is a lot less complicated than the removal of a character boost, since that can lock access to a character.
I don’t know if the method of payment is taken into consideration specifically, it can just take a little time for that element of the purchase to process.
