This seems to be a strange bug that I have been experiencing lately, I have an open ticket about the issue already so I am sorry if this post is redundant but I thought maybe a random forum goer might have some answers for me as well…Anyways.
There is a slew of content missing for me right now, the issue started yesterday when I signed in and was doing Wq’s, everything was going fine but than I randomly Dced from the game, when I logged back in there was a random amount of NPCs/content missing (Flight masters, vendors, killable NPC’s for world quests etc.) .
I can’t seem to pinpoint any specific mobs that are missing it just seems random and completely strange to me.
The steps I have already taken:
Log out and back in
Exit game entirely log in
Run repair tool
Delete all addons
Delete WTF, Interface and Cache folder
Run repair tool again.
None of these have fixed the issue so far and the last thing I can think of is to completely reinstall the game, which isn’t a huge deal but I would like to try and figure out what is happening before doing that. Any suggestions are appreciated!
Thank you for the response, looking into the issue a bit I saw that someone else was having a similar issue and they thought it was phasing as well, I abandoned all my quests to see if that helps with no luck so I guess I get to wait for the ticket.
I am absolutely happy and also extremely embarrassed to announce that killing myself solved my issue, I don’t know why I didn’t try that as one of my first options T.T. Thank you very much Darthwraith!

As to why that works - some things produce buffs/debuffs on your character that can get ‘stuck’. Invisible to you, but death of the character can sometimes clear them. Not usually my first recommendation, but you’ve already tried the extensive list of other possible remedies first.
I just experienced this and killing myself worked. I was doing a Tortollan quest, as I finished the quest the game logged me out. I logged back in to continue my journey and tried to do an azerite mining world quest. There were no minions, no other players, just mining nodes. So I was just mining away not paying much attention to the fact yet. Around the way there was another azerite mining world quest and the same deal, no minions and no other players. I figured since we had a patch it may have been that. So I went to go turn in my Tortollan emissary quest. Not 1 NPC in the zoning area. I googled my issue and came across this post. After reading the discussion I decided killing myself was the easiest thing to do so that was my 1st to do. BANG!!! It immediately worked. All the NPCs’ in the area popped right up and I am assuming the world quests are fixed as well.
Just happened to me. In Dalaran, flying from the profession trainers area to the flightmaster. Just as I passed the Blacksmith shop, everyone disappeared. No new quests, not in combat… they just disappeared and my group mate was no longer visible. Zoned into Warlock Order Hall, everyone was there. Finished a quest on the board, zoned back out, everyone is back.
Edit: While it was bugged, I could not fly in Dalaran.
Randomly phasing into the Dalaran Sewers phase of Dalaran while you’re aboveground has been a known issue since Legion was current, unfortunately. The fix is to go into the sewers and come back up, as you noted.
