I timed a +21 Court of Stars earlier today, and although Raider IO and my official WoW character profile has that recorded, somehow the in-game native tracker doesn’t have any record of me timing this key.
I got the achievement and the CoS portal. Other than that, it’s as if I never timed a +21 CoS. No progress for vault and no benefit to my rating.
Your WoW Armory profile is showing a 27:37, rating 178, CoS 21. It may be a UI error in game. You could try exiting the game, delete your cache folder, try looking at it again. Also try it without addons. And if all else fails, do a full UI reset:
CoS is part of M+ this season. It’s not a Timewalking key. His armory profile shows his timed CoS 21.
Timewalking, yes. Keystones are mentioned as untouched.

The issue resolved on its own, somehow… 2 days later, no less.
It happened after I had complained here: High Key Rating to be Adjusted January 31 - #146 by Theophan-illidan
Perhaps, that was just a coincidence.
