So far all of my other toons I’ve been playing have 2 or had 2 sparks of dreams or the splinters to make them, and this toon only had 1 spark of dreams and it was used to craft a ring. I don’t know where to get the other if we’re supposed to have 2 so far. I’ve completed the questline and done the weeklys. Please help.

In the future, you only need to respond to one thread. If you pick an on-going thread, a wholly thread just spreads things where they don’t need to be. Also, three posts in a short period of time about the same thing could be considered spam.
As to your issue - do make sure you’ve checked absolutely everywhere. Most of the SFA responses have pointed to the items tucked away in an unexpected bag or whatnot.

so in other words the 2nd one is a random drop and not guaranteed?..and i’ve checked my bags and bank Leilleath
I linked the articles that Blizzard has posted for folks having issues and pointed out what I have seen from our SFAs in regards to people being unable to find their missing sparks and splinters. Beyond that - I have no clue. I don’t particularly care for the mass rush to do all of this stuff personally. But what information the articles provide? That is how they’re acquired. They’re both current, as the splinter article was last updated 5 days ago, the spark, 3 days ago.
This forum is not staffed 24/7 by the SFAs, and as it is a forum for players to assist other players, there is no guarantee that you will get a “Blue” response from them. But perhaps one will pop in and offer some insight as to what you have/where they are. Until that time, the articles stand in their place.
