You are misinterpreting my statement, Generousjim. We, as in Customer Support, have zero involvement in the process. We, again as Customer Support, cannot restore Hard Core characters in the event of a confirmed DDOS attack because Customer Support does not make that decision, nor is involved in the process to do so. That is a decision by our Game Developers and only our Game Developers.
How about we just take this into the Customer Support forum that you originally borrowed the quote from instead.

The people saying that we don’t resurrect/restore lost hardcore characters is Customer Support. Because that is not something that Customer Support can do. That is and continues to be our policy, that is governed by what our Game Developers expect of us.
The folks who can do those restorations are the Game Developers. They may do so based on criteria that they set for this situation.
