maybe you are using the wrong rank
It’s rank 1, only rank available at level 20.
Once you get some gear with spell power, mind flay will do more damage than your wand. But wands are very good for priests at low levels.

Mindflay scales with SP. At your level, your spells won’t hit much harder, most will be about on par with your ward or worse. Once you get higher ranks and better gear, it’ll be better.

My guess is you’re referring to using it while leveling?
It’s still just filler, but also the snare can be useful and it get’s better as you level up, get more mana and wands get comparably worse. Typical rotation for a priest is something like, Mind blast, SWP, flay until it’s in melee range then wand to death.
Definitely train it, its a key ability and you shouldn’t be that strapped for cash… Just be sparing when you use it. Can also be handy in keeping runners from aggroing other mobs.
Going full shadow before shadowform is a beginner’s trap. Mixing builds before 40 is much better. You can simply respec at 40 if you want shadowform. This is what I’d look like at 29:

Twin disciplines improves pain + renew, stacking with other talents. Improved renew is 5%/point. Healing focus is 70% push for only 2 points. After this point, I’d be looking at improved inner fire and maxing out darkness. Wouldn’t even slot mind flay as it’s generally a waste of mana in the low levels. There’s also no pushback protection for it unless you bubble first, basically wasting mana on a shield to avoid wasting mana on a channel. You could have just used mind blast!
Wands are strong until you have the majority of your kit and some actual spellpower gear, for now i’d advise just gearing for more-than-usual spirit and just using shadow word pain and wanding. If you have in enough regen with the spirit tap than feel free to throw other things into the mix, but until level 50ish thats the majority of what you do.
I usually just Smite → Mind Blast → SWP → Wand while keeping shield up.

Eh debatable. I’d say that the utility of shadow reach, silence and mind flay alone outweigh the minor benefits of twin disciplines or imp renew, not to mention shadow-weaving is probably just a bigger dps increase than twin disciplines, particularly if you can snag a shadow wand.
You shouldn’t need the points in healing focus, since most of your healing while leveling will be outside of combat outside of renew, but it could potentially save your life in a bad situation so maybe worth the two points dropped in if it’s not keeping you from reaching a key thresh-hold somewhere else (like the 31st point for silence, flay etc)
You get holy fire at 20 which you should use instead of smite. And I’d probably trade renew for shield if you’re wanding, its just a more effecient heal. The only time I’d use shield is if you’re in a bad spot or trying to spam smite to burn a mob fast and want the pushback reduction. But yea, especially at lower levels it’s not super engaging lol. But then most classes aren’t until 30/40+.
Usually I did:
Shield up → Long cast DoT (or insta damage) as opener → Instant cast non-channel DoTs → Short cast insta damage spells → Wand from 50% health onward.
You’re level 16, its amazing when geared and specced.
Probably cuz you are Night ELf. Night elfs are the worse classes in wow. They are super cringe and weird so they have lower spell power coefficients.
