Returned to wow after a couple years off… and bought the wow classic heroic upgrade on an old starter edition account that I created and never really used.
now I want to buy Dragonflight and use my old characters from my main account… but dont want to pay two sub fees.
Is there anyway to merge these two wow accounts? All I really want from the one account is the boosted character I purchased. Is it just a matter of opening a ticket and waiting?
thats fine. i only want the one boosted wow classic wotlk character from the one account really anyway.

EDIT - I was wrong in part - Classic chars can’t be moved to another license or BNet account.
You only want to move one character? This is easy. You don’t even need a GM.
As long as your two Bnet accounts are both in the same legal name, you can use a paid transfer to move the char from one license to the other license on the other Bnet account. Any mounts, pets, heirlooms, achievements, etc will stay with the first account.
If all you want is your char though, that is the fastest way and puts it under the same Subscription as your DF license.
Read the restrictions carefully first.
There are also sometimes sales on the character services so keep an eye out for those.

No. WoW licenses cannot be merged or otherwise combined.
Sorry, Sanitar, Game Masters are restricted by the same limitations. For right now at least, it is not possible to transfer characters between different WoW licenses or Battle.net accounts.
I am also a returning player and I have a very similar problem. I had two accounts, and I bought Dragonflight on the wrong account. Now I can’t access any of my old characters from Legion.
I guess there is no way to cancel and refund a WoW license?
You do it thru paymenent histories u mite have to get a GM to do it if its declined the first time.

I just requested a refund and it seems to have went through. Hopefully I’ll get the money back soon, and use it upgrade the licence I already have.
Just make sure u select the right wow account.
